If anyone is looking to get into low-level PvP, they should never even ask themselves whether LLD is "dead."
You will always find people to duel—it is merely a matter of time until you cross paths with the right people: those who are well-connected with others who regularly run duel sessions in private games.
Claiming that it is dead does no one any favors. Even if few people play it—it is a niche sector—that doesn't mean many people are familiar with it.
I myself will also be back in-game starting next month.
