A well built "summoner" has a merc able to kill your target after amp + telestomp faster than your skellies can even land a hit
Then CE, supported by amp + conv kills the whole screen, again, without skellies having a goal other than being a meat shield

But I do understand, if you just want to try to maximize your summons for fun and you don't care about maximizing what matters.
In this case, if you want to find it yourself (you kinda need to cuz nobody farms/keeps this), here's what you should do...

Create a lvl 1 char, ideally one that is strong early like a psn creeper druid, complete the imbue quest as fast as you can.
All the mobs you kill along the way are at the optimal lvl to drop voodoo heads with bonuses to T1 staffmods.
But at the same time, you get an imbue quest on a low lvl character, which is allowing you to use it on a either a Bloodlord Skull or a Succubus Skull.
Their high qlvl paired with a low lvl imbue quest is unlocking the capacity to roll +2nec and +3 to T1 staffmods.
This way you get optimal odds of finding your iso, while also possibly finding better than your iso.

skelies do gg boss dmg with beast iron golem and might + pride merc
1k base damage + might 250%ish + fanat 100%ish + pride 300%ish
so something around 6k times 16-17 skele thats about 100k dmg per swing

but using pride on merc or iron golem is aids cus it shatters every non cold immune corpses, therefore never use it

someone gave me a +3 skel +1 mastery splendor base lol. best i have for now ig

Does the succubus skull that i reroll with p skulls have to be from a lvl 85 area

My understanding is that you need to imbue a bloodlord or succubus skull and then reroll it with p skulls on a low lvl char to get the +5 head.

Im pretty sure rerolling it with p skulls lowers its ilvl in general

Any succubus/bloodlord skull works
It has qlvl 81 or 85, which allows it to roll +2 nec skills even if you drop it down to ilvl 1

You want to lower the ilvl to be able to have access to low tier staffmods.

Rerolling with pskulls is affecting the ilvl this way:
iLvl = floor(.4 * cLvl) + floor(.4 * iLvl)

You want to reroll on a clvl 1
This way, the formula becomes:
iLvl = floor(.4 * iLvl)

Say you start with an ilvl 96 succubus skull…
floor(.4 * 96)=38
Still too high
Then reroll again
floor(.4 * 38)=15
Now it can roll T1 staffmods, but you’ll have better chances after the 3rd reroll (and all other rerolls) since it will stay in the ilvl range of 1-11

So…
Rerolling with pskulls works.
Farming lvl 8 imbue quests also works, it can be much faster than obtaining 6 pskulls (unless you buy them), but it results in slightly lower odds cuz it ends up ilvl 12 (base T2 instead of T1).

What I like from farming clvl 8 imbue quests is that it’s a mini speedrun challenge that also lets you find low level bases such as a +3/+3 for splendor.
This way you tackle your iso in 2 different ways.
