Does anyone know what an attack speed bonus being skill based instead of item based means?


I-IAS is converted to E-IAS using the formula
EIAS = [(120 * IAS) / (120 + IAS)]

So having 100% I-IAS results in 54% E-IAS, 200% -> 75%, 300% -> 85%, etc

EIAS from items, skills, auras, slows, etc is all added together, and the total % EIAS is capped at [-85, +75]
So no attack animation is ever slowed more than 6.667x slower, or speed up to 0.5714x the base speed. And for non-player actors / minions there is always an additional 15 frame delay between attacks, regardless of %eias

since you can't stack above +75% EIAS, the total bonuses of %EIAS provided by demonic mastery & engorge can put you near the max attack speed for minions
Supposedly summon tainted already have some +% eias provided by the skill which was never displayed until this yet-unreleased patch, mastery goes up to 25%, engorge goes up to ~35%
So you should presumably hit the 75% max speed on them without any other sources like fanaticism, which means fanaticism would have no impact on them anyway
And they'd be attacking at 22 FPA (7 frame animation + 15 frame delay)

TLDR, where the magic/fire warlock stuff is removed and boring "bug" fixes, and some things that didn't really change from PTR:
  • Mosaic runeword still unchanged and disabled for ladder.
  • Chronicle doesn't seem to reset for ladder?
  • Fixed an issue where Chronicle rewards would un-equip when joining a new game or on character death.
  • More damage is applied from the base weapon damage. 75% -> 90%
  • Echoing strike will still not use weapon durability
  • Blood Boil range has been buffed from the PTR
  • In the PTR we experimented with an increased chance for Heralds to drop a valuable item if a Sunder Charm did not drop. This quickly proved to be too
  • lucrative and has been removed.
  • The chance to drop Worldstone Shards is no longer modified by player count
  • The chance to drop Worldstone Shards is no longer modified by player count. This change is reflected as an increase in drop rates for solo players.
  • The increased chance to drop a Latent Sunder Charm from Heralds now starts at Tier 1 instead of Tier 4.
  • The increased chance to drop a Latent Sunder Charm from Heralds is no longer modified by player count. This is an increase in drop rates for solo players.
  • Heralds at Tier 3 and 4 have twice the increased chance to drop a Latent Sunder Charm. Heralds at Tier 5 have three times the increased chance.
  • Latent Sunder Charms can drop from any monster, Terrorized and non-Terrorized, using Magic Find.
  • Slightly reduced the chance for Heralds to drop Unique, Set, and Rare items.
  • Colossal Ancients generally made stronger
  • Heralds now spawn and hunt players upon killing any monster in a Terror Zone. The chance for a Herald to hunt you is increased with each monster killed within the same Terrorized Zone.
  • A lightning storm will appear on top of the slain monster when a herald is about to spawn. You have 5 seconds to prepare! (Not sure if you have to stand around and wait for it to spawn, if yes that sucks)
  • Herald Tiers now increase when a Herald is spawned instead of when a Herald is killed.
  • Reduced the difficulty of Heralds above Tier 1.
  • Health bonus per Tier reduced 500% to 250% (starts at 1000%).
  • Damage bonus per Tier reduced from 50% to 25% (starts at 50%).

    example would be T5 Heralds going from 3000% Health to 2000% and damage 250% to 150%
  • Herald average going from 15-25 to 70-90 per game!


Edit:
So from my understanding of all the data collected before and reading these patch notes.

We are going from 1 latent sunder average per 4 full game clear (P8). To 3.5 latent sunder per 1 full game clear (P1 or P8 doesn't matter)

P8 increased likelihood of sunders 1400% per game (For me that means about a sunder every 45 minutes down from every 10 hours)
P1 increased likelihood of sunders 6200% per game


So we are not required to have terorized zone to find a sunder ?

"Latent Sunder Charms can drop from any monster, Terrorized and non-Terrorized, using Magic Find."

This time I've run Blizzard's time conversions through multiple checks, and it appears they are correct, unlike last reset, where they screwed up Asia's conversions. Do let me know if they are incorrect this time.

IMO, they introduced the free chronicle related cosmetic stuff to kinda groom us into being more accepting when they add stuff like paid tyrael wings and paid waypoint graphic swaps and paid purple/yellow/green/pink portals and not to mention pink set glow.

They literally did this same exact thing on d3 and wow. Very surprised they didn't make a "torment edition" of the expansion that costs $80 USD that includes non-ladder lvl 80 boost and cosmetics. Mark my words, they will do something like this soon.

They wanted their first expansion to go over well to make sure they have buyers for the next one.
