D4 is almost exclusively pay first for services.
If the disconnects are rushees fault then he owes something if they decide to precede.
Thats my take.

I have always paid services after it was done.
But again, I have no problem with paying first,
as long as it is mentioned before the service starts.Everyone can agree that it doesn't make sense to mention it halfway through.
