Israel war has printed more civilian deaths in less than a year vs the Russian war has in over 4 years. Last i checked the number was literally ~5x in magnitude. I don't know how you can objectively say the latter is clearly targetting civilians. If that was the case why wouldn't they be dropping Fabs in the middle of Kiev residential high rises for max pain?
I didn't say they were targetting civilians, I said they were targetting civilian buildings and infrastructure. Their attacks on the heating and energy infrastructure are well-documented. Simply put, maximizing the number of civilians deaths is not their primary objective. Their campaign is about creating an atmosphere of constant fear and terror which is designed to break the Ukrainian people's will to keep fighting.
Israel's campaign in Gaza is different in that they operate in a FAR more dense setting, and against an opponent who deliberately erects his HQ underneath a hospital etc. pp.
Such a campaign will inevitably produce a higher death toll, and not just due to Israeli disregard for Palestinian life (which is definitely one contributing factor, don't get me wrong), but also because their enemy is provoking these kinds of civilian deaths which fuel their propaganda campaign.
Even just looking at the strategic outlook should make this clear: Hamas cannot militarily defeat Israel anytime soon, so their best chance to survive in the here and now, and to weaken Israel in the long run, is to turn global public opinion against Israel and get their allies to break with them. Ukraine, on the other hand, already enjoys the support from all relevant parties whose support they have any hopes of getting, and they're far more evenly matched with Russia on the battlefield than Hamas is with the IDF.
Likewise, look at the incentive structure for the side with the initiative: if Israel had a too low tolerance for civilian deaths in Gaza, they would have had no chance of getting the hostages back or take out Hamas structures. They had to choose between accepting strategic defeat and going home, or playing right into the Hamas propaganda and causing havoc on the civilian population of Gaza. (Although they undoubtedly overdid it in this regard.)
By contrast, Russia could have achieved its objectives in this war by defeating Ukraine decisively enough on the battlefield - their failure to do so is the very reason why they now resort to attacks against the Ukrainian home front, attacks against Ukraine's resolve instead of its military.
