If i just buy the new expansion do i need to buy the previous one? how does it work.

If you already have the base game you'll just need to buy the new dlc and it includes the old one for free.

You can probably test it for free as someone else said in steam. Or return it within 2 hours something like that for steam. If you're unsatisfied with the game Blizzard will issue a refund last I checked. Never heard of anyone being denied a refund if purchase was recent and not multiple hours logged.
