How to make the acts Only to Spawn with Extra fast monsters when i drink a shard to terrorzie them or it is random ?

ohh so if the server's current terro zone in the game i am says extra fast , then all the zones terrorized from a sahrd will be extra fast too ?

yes, the terror zone affix is chosen when a game is created and stays that way for the full game and all zones
so any shards applied after a game is opened will have those areas terrorized with the existing affix, and same if the zone switches midgame

I need Extra fast monsters so they can surrond my Nova sorc faster , which leads to faster killing speed

I do the same, especially when playing nova.

yeah XP bar fills up way faster
