Just an FYI from my experience having run Stony Tombs / Rocky Waste more times than I'd like to admit.

I noticed that the vast majority of elite/champion packs spawn quick close to town, either by running hard left or hard right (depending on which map you get) you'll encounter the most within that first wall hug to the first corner of the map. Very rarely have I found any of them spawn further out into the map.
