You can't go below 0% meaning: that it's more efficient to have +% damage or more skills, because you can get more of that stat from other sources. - enemy res is the most difficult to get compared to plus skills or plus damage.
Per say we do not really care if monster has 10% or -20% light res, those are always fast. We care that we have sufficient - enemy res after sunder.

After sunder let say Herald will have 95%
Gear based ELR is 100% effective: infi self wield, crescent, griffon, facets
Skills based ELR is 20% effective: conviction gives only 85/5 = -17%
that gives meeeeeeeeeeee...
95 - 17% conviction = 78% would be good to get from gear, after that whatever
