I'm trying to get my Mercs Damage up. I don't want to pay for 40ED IAS jewels so my question is:

-Should I add 3 40% Enhanced Damages Jewels
-Add Shael Runes *Increased Attack Speed*
-Or a combination of both

If you want more dmg on merc then use a Ebotd war pike

Test it out in Maxroll and check the numbers. Shaels if they help him hit a higher IAS BP or jewels if they dont or a combo if you only need one or two Shaels.

We can't really tell you more than that without the rest of his gear.

I usually just throw in rand 15ias/30ish ed that are dirt cheap.
