At that point, it kind of depends on how much fcr you want/have on the rest of your build and if you are wearing enigma. 0fcr feels awful if you are using enigma on a zon, but if you have no other source of fcr on the build, you can't even make the 22fcr 16frame bp. 17 Frames feels noticeably better than 19 frames, but if you don't notice a difference and would only have 20fcr, frw/3os is probably the way to go with 1x Protector's Bile 2x 5/5 psn scs (if you are on RotW).
That being said, the build might struggle a bit because 313/11x37 is roughly 1050dps before resists and buffs. It will feel slow and that is why psn charms aren't really used much these days.
At least 313s aren't the highest you can get, so there is still some room to grow, but just be aware of what you are getting into.
