ED is always multiplicative, as opposed to flat damage like on grief. What they mean in the patch notes is ED from gear will add to ED from the skill before applying to the base damage.
Example: base damage is 500, skill ED is +100%, gear ED is +100%. Before patch, end damage was 500*(1+1.00)*(1+1.00)=2000. After patch, total ED is added together, so end damage is 500*(1+1.00+1.00)=1500.

I guess that should be a lot better in the ridiculous late game scaling. With attack rating changes maybe it’ll even fix pvp a little bit
