My guess is someone complained loud enough that Blood Oath is too strong and that it got back to them.
They looked at the sheet number and stopped there since no one probably said that hard points are the only thing that work for it.
I'm expecting Blood Oath is going to be the exact same at the start of PTR.
the dev who released 3.0 patch is not the same one that worked on ptr
neither knows/knew how the dr% actually scaled with hard points or soft points
its very likely they break it again with however they change the skill
my guess is they saw %life increase on demon and turned the multipliers down for each effect the skill gave to address how tanky bind demons are
