I don't read it this way. I think what they're saying is that you can bind uniques with conviction and it will stay conviction, but you can't find a normal monster and have it roll conviction just because you have the 20 points.

I dueled a blood boil lock with fire sorb, stacked res, phys resist and they 3-4 shot me from off screen. No minion or anything on my screen. The aoe was too much. At least it seemed that way to me. Never played it so maybe it was something else killing me off screen.
