"General Monster Tiers"
This is base exp:
Super Elites (10k+ Base): Specifically the Dark Mages in the Furnace of Pain.
Elite Casters (7k - 9k Base): Unravelers (Greater Mummies) and Succubus Witches.
Heavyweights (5k - 6k Base): Doom Knights, Blood Lords, and Overseers.
Standard Warriors (2k - 3k Base): Sand Raiders, Blunderbores, and Goatmen.
Fodder/Swarm (Under 1k Base): Fallen, Quill Rats, and Swarms.
The thing is you can get the "fodder" in act 5 as well. So it kinda equals outs.
Also what makes beetles really great is they are usually higher level than anything else in the areas. But it losses that advantage in TZ as they are equal level. So an example is that Sand Raider is more experience than beetles.
