And in this case, the answer would be yes. While a 3os blade talon with 3x 15 max jewels would be 10-59 damage at -20 speed, this handsome stylish rare claw with a 15 max jewel would sport a lovely 16-59 at the same speed with an additional 99 to attack rating and lower requirements.
