had similar nonsense occur, how I fixed it :
- go to Bnet launcher and instead of Play, hit the cog button next to it, select "Show in Explorer"
- delete only the Data subfolder & nothing else
- go back to Bnet launcher, same cog button, select "Scan & repair"
- this will re-download most of the data yes, patience
- no idea why this worked when a full re-install did not, makes no sense at all, but it did work

uninstall -> install public test realm first -> install d2r -> play

I had the same and did all that above and finally I solved this by buying d2r on steam
