TZs make leveling a lot more efficient and I don’t think this is all that uncommon. One of my 99s I only found 3x HRs (didn’t find my first until level 96). Currently my HC offline warlock is just shy of level 96. Only found a single HR.

They aren’t crazy rare since 1.13. Still rare enough to have some pretty volatile rng swings.
