So just to be clear, you believe that blizzard gets a report like “omg this guy, he came into my game and then he made a tp, and then and then I died” and they then escalate it to the level of “total ban” and launch an investigation to ban said account?

yes, exploit the system and fake report, exactly what a person who joins others games to leach in hc would do.
