Manuals are not bud, just gotta play the game and it'll drop.
Go hangout in helltide doing blood maiden it usually drops 1 or 2 every time she dies.

edit: they also come out in caches like whisper tree caches etc.

last tip, if you have multiple caches to open, open them 1 at a time and learn the temper manuals or else you might get duplicates of the same ones
