if you are trying to build to certain attributes, uhm there is such a thing as a " breakpoint" where the faster cast rate of a spell is animated at a certain rate per second (example: fireball (i use fb I'm not a knowledge god) 105fcr = 8/25 of a second per cast, 63fcr = 9/25 of a second per cast)
for lightning the cast rates are different in case u go lightning sec
I'm not completely sure but I've just read that 78%fcr is a breakpoint and the next one is 117fcr
