Yes, you can block in Diablo 2 while in a block animation. While you are locked in the animation (character stutter), you can still mitigate damage from further incoming attacks, though it can create a "block-lock" effect.

More on a budget you can go Crescent Moon and max block Whitstan with Sol. I like upping it, upping viper and getting a defiance merc with life leech.

For a non-ES build, stormshield max block is the best.

The above assumes HC. For SC it's either self-wield infi for nova or spirit shield for non-nova, as per usual.
