I cast portals but nothing happens monsters doesnt die !

Problem #1
you dont have 200fcr

Problem #2
This glitch works due to the fact that at 200fcr, barb has an action frame of 6 and a cast rate of 7 frames
The glitch is happening when the server side is not able to react in time when it should have removed the previous portal, cuz it only has 1 frame to react after the client side.
There is no interaction between client/server when you're offline, so the glitch doesn't work.
