The problem is it's pixel art

when you resize it, the pixels get interpolated, so the sharp edges kinda get blended together and it ends up looking a bit blurry

pixel art usually only looks clean at original size or exact scaling (like 50%, 200%) with no interpolation. so yeah, that's why it doesn't look as crisp after resizing

to get the best results you probably would have to pay an artist to rebuild it pixel by pixel, could be pretty expensive tho
