I do believe USA has power over which ships continue into the global market after exiting the straight of hormuz.
I don't think Trump is dumb. USA seized illegal ships around Venezuela, so I assume the shadow fleet of ships is avoiding the Iran region atm.

if trump were to seize tankers from the ME it would almost assuredly start WW3. they could try but it would be a real bonehead move...an even bigger bonehead move than bombing Iran to begin with
