This is simply not true though.
Pvp is arguably critical for the JSP economy (tbh I disagree), but it does not matter at all in terms of revenue for blizzard. Even if you believe bots are making lots of money, you simply need to log into the game or talk to people to realize that 99.999% of players just play to baal and then quit for other games. It's rare for people to get addicted and spend their life online on d2
The next thing you have to realize is that people spend money on PVM. There are way more pvm whales and wallet warriors than pvp. Not even close, like thousands of times more pvm spending than pvp spending. Look at how much money gacha games are making, the market is way bigger for pvm
ppl play the game for the loot
pvm gear isn't worth much so i'd probably need an example of a whale that isn't hoarding pvp gear to understand what you're talking about
my point isn't that whales are playing pvp. they are trying to accumulate rare and high roll items that are mainly used in pvp
that actually was a side point, my main point was that when the pvp is balanced the pvm will be inherently balanced, trying to do it the other way around you get phrases like "feels strong" like it's completely unempirical. the old devs were smart they attempted to balance pvp for a reason.
