Okay so I did some testing and interestingly enough, goatmen damage was actually scaling with difficulty
level 9 warlock with 9+6 to goat/mastery, level 2 blood oath/deathmark after +skills and the extra hard points, 1 point lethargy
Summon goatman deals 1036-1216 damage, has +43% eias, +975 ar, 1856 life, 380 defense, mana cost 22, crushing blow 5%, deathmark is 2.5 mana for +7/7 damage and -85 defense, sigil is 4 mana for a 4 yard radius -20% dr / -33% defense / -50% slow
...in hell
take this exact same setup to norm and it became:
Summon goatman deals 128-132 damage, has +43% eias, +975 ar, 675 life, 380 defense, mana cost 22, crushing blow 5%, deathmark is 2.5 mana for +7/7 damage and -85 defense, sigil is 4 mana for a 4 yard radius -20% dr / -33% defense / -50% slow
So as it turns out after all, every warlock skill is indeed garbage in vlld, as long as the games are in norm. Go figure. I had no idea goatmen (and presumably tainted) scaled their damage with norm/nm/hell
