I found a 2os circlet with some buffs on it. Will these disappear if I charsi it or put a rune word on it? If so, what would be the best way to upgrade it? Also, is this worth anything?

A blue item? Only plain white items can have runewords. Unless that item is for a druid or barb..or warlock if that's a thing I'm not up to speed on the new update.
