It's as much of a collectors item as any random magic item with perfect stats. It doesn't make it good and doesn't make anyone want it and doesn't make it valuable.

It would be like finding the "perfect curse necro wand" with a bunch of + curse skills on it. It might be a rare roll. It might be cool to look at as a novelty in your stash... But that's it.
