For PvM I think its pretty unambiguously the worst in fully geared setups, its just very slow by comparison to the others. Might be the best pvp for all I know, but pvm its not even close. The other 3 can wipe everything in front of them instantly in p8 tz and its more of a question of aoe and utility and delays- magic chaos warlock simply doesn't have the dps

Does killing non elites lower the chances of a herald?

Does it matter if you are slow clearing between elites or is it just inefficient?

More or less inefficient on P1 because of no drop rate. On P8 or at least P3 one may argue trash mobs are worth killing

For your first question, not that I know of

Warlock skills that can spawn as charges are Miasma Bolt, Lethargy, Rancor and Apocalypse. I suppose Lethargy on a ring could be sometimes usable. Level req 24 for non-Warlock class.
