any use for these two items together on certain builds? or are simply outclassed by the usual basic gear?

Outclassed.... It's all budget gear. The boots are nice on their own though.

IAS dependent builds have always had a pretty similar setup with IK gloves + IK boots for "5% ias on boots", or sigons gloves + sigons boots for 10%
This is a pretty substantial upgrade over sigons boots and gloves, but very few if any builds would ever care about it anyway
It takes a pretty specific build to somehow need 10% ias on its boots and be willing to sacrifice all the benefits it could get from laying of hands + gore riders or whatever

I mean, I see no reasons to not use them on PvP smiters, V/Ts...Unless you have really good crafted cb gloves, those are awesome.

could see it work on a 30 fcr v/t setup if you value stats over a fcr frame

saves you like 8% dr and some stats

bruh those things are better than 20k fg v/t gloves if combined with the boots

also notably a gigantic fire damage affix, as I was saying in another thread its one of the few ways a warlock can get +fire damage for exploding arrows, its that or what, fire scs

The boots are bis on many builds just for cbf alone
