there is no FOH skill on paladin scepter on classic
only one has but is unique STORMEYE it adds only 1 point, not good enough

your options:
+2 paladin +3 holy bolt
+2 paladin +3 aura (holy freezy-sanctuary-cleansing-meditation-defiance) there are many variaton for FoH build aura.
+2 paladin +10fcr +3aura +3holy bolt (imposible mission, more like a 10k fg item)

just remember when you play FOH u use foh like 85-90% of the time and holy bolt only 10-15% of the time to single targets.
and holy bolt points on scepter do not increase FOH dmg, only holy bolt it self.

also +10% fast cast rate on scepter is always valuable, just +2+10 plain is very nice. u dont need go for magefirst or also amulet with +10, having a +10 scepter, u can use just 2 rings 10fcr each and u reach 30fcr breakpoint
