I think that makes the protector stone quite bugged as it will never fully function.
Well it does fully work in weapons. And contrary to what you seem to think, it doesn't matter if they have innate ed or not.
The question is... which weapons really benefit from it.
WF is one we can think about. But most weapons worth using are either RWs or eth uniques that would require a zod rune.
Echo strikes may bring some exceptions (not very good ones), but chances are very high that it will eventually be fixed to use durability.
So WF may be the only good item to socket this jewel for its full potential, unless we start talking about gfg eth rares.
But even when it is bugged, making only use of the -dr% and xp/mf/gf is well worth it, for pvm at least.
The only case where you can really fuck up is sadly precisely what you did, as you wasted entirely the ed from your 2 15ias/ed jewels.
As explained in the link and topic. However topic was written before the new jewels, but should be the same:
Case 1, item has innate +%ED. You socket with a jewel with +max or +min dmg, or both.
Example: You have a circlet/coronet/tiara/diadem with xx%enhanced damage, or a paladin shield with xx% enhanced damage, and you sock a +15 max dmg jewel.
No bug! Will work as intended.
Again, if you take the time to read and understand the single sentence I wrote to explain the bug, you will realize that it covers every single cases.
There is no need to try to make it more complicated than this.
If your brain is trying to compute 9 different cases at the same time, chances are higher that you will fail.
There is only 1 case, not 9. Keep it simple.
so when socketed in innate ed item, you get +min max dmg (no ed), and ed will apply as usual to other damage?
I mean... this sentence can't really be more clear than it is.
The only way I could explain it is by using the exact same words again.

All we can add to this is the extra notes I also wrote:
If the bugged item has ONLY min OR max, plus ed%, then the bug only affects melee attacks, not ranged attacks.
The bug also affects attacks that don't even get bonus from +min/max dmg, like smite or dtalon.
