You’re talking about scepters… let’s make it easy for you:
Except for rolling CTA, there are no good scepter bases.
You can’t roll spirit in them.
You’ll be using either Hoto or Grief on most builds.
Some rare exceptions like HoJ or Cmoon should be rolled in PB or Zerk, not scepters.

For cta scepter bases, you’d want either Foh/conv, or utility skills like vigor/redemption/cleanse

On hybrid builds like v/t
You wouldn’t be dealing good foh dmg if you use something like grief + phoenix on your main set. Having a 3 foh/conv cta + spirit on swap is fixing that as it gives you +3 extra (+6 total) to both skills for free, instead of using a random cta without those staffmods.
