Ive found and identified a lightning facet already this ladder. I have 2x unid. Only 1 says eligible for chronicle. Does that mean people can scam and sell unid jewels knowing that they cannot be a lightning facet in this example?

I intentionally never ID my tals amulets so that i know if its a tals on drop, yes one certainly could be doing this

yes the unid sellers absolutely use this to advantage

Yeah I noticed it. Also every time I pick up a set amulet now its a disappointment even before I identify it

so you ident all torches except necromancer, and as soon you see "eligible for chronic" on the unid torch, you know it will be a necro torch ??? so sell it unid and "rip off" others ?
