TL;DR:
Old Sunders are gone. Latent Sunders now only drop from high-tier Elite Heralds in Terror Zones, and the real key is: higher tier + higher player count = massively better odds.

The whole Latent Sunder / Herald mechanic still feels somewhat mysterious, and I haven’t seen a clear summary of how it actually works. I did a deep dive into the game files, ran the numbers, and combined that with several days of in-game testing. Here’s a structured breakdown of the 10 most important things you need to know about Latent Sunders and Heralds. I hope that this helps the d2jsp community to get more latent sunders in the near future.

1. Old Sunders No Longer Drop in ROTW
The previous “regular” Sunder Charms no longer drop. In the game files, the old Sunder entries were replaced in the treasure class tables.

If you haven’t seen a classic Sunder in hours of farming — that’s not bad luck. They’re simply not in the drop pool anymore.

2. Latent (Pre-Crafted) Sunders Can Drop
Instead of final Sunders, Latent Sunders now drop. These are temporary versions (fixed at worst %) and must be upgraded via Cube recipes.

3. Latent Sunders Only Drop from Heralds and only in Hell
Latent Sunders can only drop from Heralds in Hell mode. Heralds themselves spawn randomly when you have generated gane internal "herald tokens" by killing Champions/Unique monsters inside Terror Zones and then convert the token into an herald by uncovering terrorized areas where you haven't been before. Every monster in the uncovered area has a 2% chance to convert to a herald.

You will see system messages: First “You draw the ire of a Herald!” and after this “Herald is hunting you in <area>!”
When the second message appears, the Herald has spawned somewhere in the "uncovered" area.

Important:
Multiple “draw the ire” messages can occur after each other without the message "herald is hunting you". THIS DOES NOT AFFECT THE TIER OF THE HERALD!
Multiple Heralds can spawn in the same game.

4. There Are Different Herald Tiers
There are multiple Herald variants (Tier1 - Tier 5). With every kill of a herald you will increase the tier of the next one by 1.
You can have several tokens generated and the Tier level is not bound to that tokens.

5. Higher Tier Heralds Drop Better Loot
Tier 2-3 Heralds already have improved drop tables.
Tier 4+ Heralds have the best overall drop chances.
Extra item rolls are unlocked at higher tiers.

6. Every Herald tier can drop a latent sunder
Not only Tier4+ heralds can drop a latent sunder, but also Tier1-3. But the drop chances are much lower at Tier1-3.

7. Base Chance Is Extremely Low
At P1, the chance for any Latent Sunder is roughly: ~1 in 238 per eligible Herald kill.
So don’t expect to see them often in solo low-player games.

8. Not All Sunders Are Equal
Drop weights show: Cold & Fire Sunders drop most frequently, Lightning slightly lower, Poison and Magic even lower and Magic is the rarest variant.

9. Player Count Increases Drop Chance Significantly
At P7 or above, the chance improves roughly 4 times compared to P1.

Example:
P1 ≈ 1:238
P7 ≈ 1:60

This is due to the general NoDrop formula scaling in the game.

10. Players in Same Area Further Improve Odds
Observed scaling:
1 > 3 players in area: ~+25%
3 > 5 players: ~+20%
5 > 7 players: ~+16%
If you play with mates and split the party too much, you reduce efficiency.

11. You can only have 1 Crafted Sunder Charm in your personal inventory
Same behaviour like an anni or Gheeds.


12. Horking a latent sunder is possible
You can increase your odds with horking the herald body.


13. Players in the same area count
The number of players in the same area only increase your drop chance when you kill the herald. Not when you spawn it.


What Does This Mean in Practice

1. Don’t Just Run Random TZs
Use Worldstone Shards to terrorize whole Acts.
Recommended priority order:
Act 2 → Act 1 → Act 3 → Act 5 → Act 4
Act 2 tombs is the best place due to high monster density and the highest count of monsters able to spawn herald.

2. Kill ALL Champions & Uniques ideally in a P8 game
Generate tokens, but leave some areas undiscovered to have a chance to convert the tokens into a herald.
Always spawn heralds at P8.
Bring more players in the same area for the kill and hork.

With P8 you increase your odds by factor 4. If you have some mates with you, get at least 3 players in the same area to increase your chance by another 25%
P1 solo: ~1:238
P8 solo: ~1:60
P8 with 3 in same area: ~1:48

Cool, i've been farming like a fucking slave the whole weekend for nothing, since i needed higher tier heralds
being a maniac super efficient at clearing the current TZ's and doing games quick trying to spawn one herald could never drop me a sunder since i need a tier3+ to spawn which can't spawn in a quick single zone TZ

So right now TZ being Tamoe highland + Pit + Monastery, i have 0 chances of getting a sunder to drop because i'm never gonna be able to spawn a tier3 herald(3rd herald to spawn?) because theres not enough champ/uniques to kill?

Do you know where physical sunders fit in this?

So which is the rarest? Still Magic, or Physical, where is Physical?

That also must be why the terror zones have been changing more frequently, about every 30 minutes from what I have noticed recently.

Once a Latent Sunder drop is triggered, the distribution between the different types is weighted as follows:
Cold: 30
Fire: 30
Lightning: 20
Poison: 12
Physical (Bone Break): 6
Magic (Black Cleft): 3

Total weight = 101

That means Physical has a weight of 6, which equals:

~5.94% of all Latent Sunder drops

So comparatively: Physical is about 5x rarer than Cold or Fire

just saw a lama video about heralds from yesterday where he literally says that the drop chance for sunders is currently super low "so they're gonna boost those odds up", sounds like he has some info from blizz

I haven’t found the spawn mechanism for heralds in general, how many elite mobs you need to kill until a herald spawns, does it make a difference if you kill champions or uniques…

Only thing I can tell you is that act2 has the highest amount of monsters in the game files to spawn a herald. Followed by act1. If the community is interested, I can make a break-down per Terror-Zone.
