Yes it stays. The next time you make a legacy character the items are still all there.

Is that Town portal effect etc. based on gamemode? Let's say you unlock it in standard, will it be avaiable on ladder and every ladder going forward?

Would be something to test. For now it could seem like it's fully account wide, so you will bring it through ladder and NL.
