You would think in such a digital world it would be quite easy to avoid duplication, dead people voting etc. Obviously IT security becomes critical, but when is it not these days so that should be able to be remedied. Just a fully consolidated system.

Simply asking the questions and elevating the importance of recourse, audit, and multiple layers of failsafe for something as vital as voting. The cute and probably somewhat accurate answer here is - power doesn't like to give up power, so if they have a system in which they can count the votes inside a closed system and punish any attempt to audit, they're going to keep it.
