I wouldn't gamble hats. I don't see any use with all the RWs/uniques/sets/craft outperforming them. You'd need them to at least be eth, but you can't get eth items from gambling.
Boots arent really profitable either, unless playing classic.

circs, amys, claws
rings and gloves are ok but not great
or wait... by 'hats' did you mean circs?

Hmm, switched to gambling boot and wondering something.
When I was gambling chain boots, I'd often get 1-3 rare per inventory. With boot, I often get full inventories without a single rare. Is that normal?
