But you arent correct about AR. Depending on the matchup a Smiter will use AR to help land charge more often. Here are some example combos they would want:
10 FCR
25 STR
15 Dex
20 life
Single resist, all resist, AR or mana

10 FCR
5 STR
15 Dex
60 life
Single resist, all resist, AR or mana

10 FCR
120 AR
15 Dex
40 life
90 mana
11 all res or 30 single resist

25 STR
15 Dex
60 life
Prefix is useless as this would just be for pure walk smite v smite

they don't want fcr lol, they don't want mana either lol, and yes my ring is basically the first one u posted only without useless fcr and with perf all res + additional stacked fire res and 6less stats.. Yes ar is used for charge. And also it's GG for pvm zealer.

A smiter goes 48fcr, 75 FCR or 125 FCR

48fcr is reached by: (primarily for VT vs VT or vs barb)
20 FCR Ammy
Either 20 FCR Trang’s or 20fcr arach
10 FCR ring
Raven frost

75fcr is reached by: (primarily for vs all)
20 FCR Ammy
35 spirit
20 arach or 20 trang
2x unique rings - usually raven frost + oak ring

125 FCR is reached by: (primarily for vs nec)
20 FCR Ammy
20 circ
20 gloves
20 arach
35 spirit
10 FCR ring
Unique ring (usually a ring that gives oak)

So in the situations where you use a ring that’s not unique, you use a ring with 10fcr

So yes, a smiter ring needs FCR.

The exception would be a V/C (smite + charge, you would go:
Fort
Highlords
Raven frost
BK or 25str/15dex/60 life/120 AR ring (or if preferable can swap AR for mana or resist)

Or if you are pure smite v smite, you would do:
Fort
2pal/30str/20dex/60 life rare or 2pal/10icb/30str/20dex/60 life or 2pal/10frw/30str/20dex/80 life Ammy
Raven frost
BK or 25str/15dex/60 life (Prefix is completely irrelevant)
