Fong Khang was a career criminal alien who grew up as a welfare baby on section 8, welfare & food stamps, committing numerous crimes throughout his early life and becoming a serial felon burglar and thief in young adulthood. Despite receiving four felony convictions he was repeatedly sprung out of prison by an understanding and lenient criminal justice system in MN because we don't actually put people in prison for crimes like "burglarizing a home" or "stealing a computer and valuables" or "stealing a lexus". He was ordered to be deported and removed from the country, but the federal government
also didn't take enforcement seriously and allowed him to stay in America because "Laos wasn't accepting deportees". In the years since, Fong Khang became a productive member of society, opened a repair shop and stayed out of trouble and raised a family. He committed no more crimes, at least on record, and when the ICE surge happened the state pardon board wiped out all his criminal records in an attempt to retroactively remove the justification for the feds to deport him, even though the state has no say in federal law enforcement.
Now he's been apprehended and sent to Texas where he's facing deportation to Laos. He never became a citizen and still had an active order of removal, but a federal judge in MN tried to block the government from moving him out of state to keep him in the far more liberal and lenient MN federal district, but the feds had already put him on a plane to texas.
/e also the "Board of Pardons" in minnesota is just Tim Walz, Keith Ellison & the supreme court chief justice Natalie Hudson. So basically its Walz & Ellison attempting to block the feds from deporting people
