well compare it with a rare jewel, whom can have both + 2 more mods.

no to very low value

OK I guess what makes the difference is the 15ias you can get on blue but not on rare, whereas on this one is just a perfect but still a jewel with 2 less mods compared to rare one, since both +4 and +30res can spawn on rare one, correct ?

yes, in general people who want repl and res, also want the FHR Mod, at minimum
