Regarding the actual point implied here: there might be an argument to be made that Russia attacking Ukraine's electricity grid serves a vague, indirect military purpose - but intentionally taking out the heating system in the middle of winter does not. Particularly when Russia only ever attacks the heating infrastructure while it's particularly cold. It's abundantly clear that Russia is trying to freeze and starve the Ukrainian civilians into submission because the conquest by military means is taking too damn long.
in a way its similar to what the US and Israel are doing in Iran - Russia is appearing to break the will of the people, similar to how the US and Israel are trying (along with bombing and economic warfare) to break the backs of normal Iranians. Surely you can see the strategy here? Do I need to use Gaza as an example? same principal applies - collective punishment to force a result.
This is not a pass for Russia, it is an acknowledgement of the collective punishment it is meting out. Thankfully not as bad as Gaza, which has been obliterated by the West.
