So d2r is not letting me start diablo 2.
its not letting me uninstall it its not letting me do anything ive even manually deleted it im so lost on what to do.

Reinstall D2r and then use REVO Uninstaller (free) to uninstall it. Make sure you also "Scan" for leftovers.

Then you can try again.
The regular uninstaller doesn't remove everything... the "Scan:" for leftovers after uninstalling with REVO does remove everything.

Have you tried battlenet Scan and repair? if its not allowing you to do anything it's probably tied down to your registry.
