Those are corrupted eyes and yes you can only hold 24 ….. the one Iam after you can only hold ONE it’s purified the greater version of eye !

This is what i'm referring to. Chinese posters seem to think that having 20 (the cap unless you leave them on ground with < 20) of the corrupted eyes blocks you from getting the purified. I have no idea if thats the case, and a lot of other people said they did indeed get the purified drop with a full stack of corrupted. just letting you know in case that's the issue.
