Yes Sweden and Finland have joined NATO and this is presented as a victory for NATO but the fact of the matter is that it's all about Ukraine, the ethnic Russians that live in Eastern Ukraine, Crimea which is home of Russia's Black Sea fleet and has been Russian for hundreds of years with ethnic Russians living there.

It's completely obvious that no country in the world would ever except that this territory gets taken over by a hostile military alliance (NATO) if they could prevent it.
