You have to donate $ in your account name. You can do that yourself via. here: https://forums.d2jsp.org/buyGold.php

Or if you already got some fg, you can offer fg to have someone donate $ in your name via. https://forums.d2jsp.org/topic.php?t=71291037

Yes, I imagine it is like that but I say the amount of $ to unlock level 2

If I remember correctly (and it might have changed since then) I do think the first Tier 1 & 2 is shown but after that it’s confidential?

No, they are all seen confidentially because none of them comes out with what you have to donate or pay.
