Hopefully I can help clear things up :)

d2jsp's signature rules restrict the file size of images to exceed 70kb and yours is currently 2,560kb (due to the very complex animations)

I played with this image for about 30 minutes and cannot get it within the size limits without destroying the quality or stopping the animation.
Unless someone more experienced with animations can help you significantly compress the size, your best bet would be to reach out to the user who made the signature and see if they can help.
In the meantime, I processed you a copy with one animation removed and did my best to condense the other - this was the only decent copy I could get which is within d2jsp's limits ( 69.73kb )

The one here below is 64x64 2KB

your old one was 100x100 15KB the requirements are 64x64 50KB

Both your current signature and avatar are within d2jsp limits, you are all set, may have been a mistake.
15kb on the avatar
400x150 & 60.29kb on the signature
Both are all set!
