im pretty sure you're wrong but id love to know what evidence you have to argue this.

Sigel drops seem 1/6 the usual amount from boss drops and i got 5 prank's first 2 days, not once since the past 3 days after

im getting a ridiculous amount of sigils, and thats how rng works, some people have farmed sigils and worked it out to be roughly 1prankster per 1k re rolls

yea i watch rob its roughly -400 500 chance, been threw 2k or so sigils, prob rng but the fact the bosses arnt dropping 3 inventory full like b4 seems odd
