There are many good ways to build her.
Each have their pros/cons.
Depends if you value survivability or just pure dmg.
Tele or walk.
Strafe or multi (strafe is now a very good option since D2R 2.6).

General guidelines:
If you put faith on merc, use enigma (short range aura needs repositioning merc).
If you care about survivability, use faith on self (10@ and 2 extra passive skills).
If you want glasscanon max dmg, use WF + pride merc, all-in dex, hustle on swap to proc BoS, no cta.

Core items:
Razor
LoH
Wartrav
1x Raven
1x rare/craft ring with life leech if WF, dual leech if faith
Atmas (cats eye is good if farming a no-immune area)

What really makes a difference?
Having high rolls and gg inventory of max/ar/life (higher the life, the more pts you can dump in dex)

Helm depends on build and if using strafe or multi.
Use warren’s calc to check your breakpoints.
Most likely either a gg rare circ 2os with 2x 15/40
Or a 3os 3x 15/40 with either 30frw or 20fcr

Brand sucks.

Coh would be an “ok” option for ubers, to stack res.
But you can get your valk immune to all elements and paired with decoy you can normally do ubers without getting hit.
So 300%ed from fort is better than 200 from coh.

I would personally forget about those 2 items you mentioned if you are looking for something good.

is fortitude better for max dmg? i want to glasscannon it's softcore after all
what about rare bows, are they better than windforce?

LoH is 350ed, not 150, and yes as you can see I listed it as a core item. There is no other options.

I’m not sure if your question about fortitude vs coh is serious or not…
What do you think is more dmg?
Having sometimes 200, sometimes 100, sometimes 0 ed%?
Or always having 300 ed%?
